This tv tuner card

has an RF loop out.

Does the PC need to be powered up for it to work? Would it work when the computer is asleep?

I want to connect my rooftop aerial to this card and loop out to the tv.

2. If you set a program to record and the software supports wake from sleep.

So if I wanted to watch tv using the tuner in the tv, the PC needs to be turned on. Sleep isn't good enough?

The Loop out is for an additional card, not to a TV.

Buy a passive or amplified splitter and have one going to your card and the other to your TV.
