I run mine at around 800 rpm which as I have a total of 14 fans across 3 rads in push/pull is enough to keep my system and the water cool whatever I'm doing on the PC.
Fans off until Water temp hits 31 'c then the 4 x 220 of the external Radiators spool up, they click off again when temp drops below 29.
As they are low rpm fans to be honest with head phones on I never notice them, even with the headphones off its just a mild air noise and is actually quite pleasant I find
I have Thermaltake TT Premiums' running at about 300RPM at idle, ML120's at about 450RPM idle. The ML120's double under load, the TT's go up to about 800.
My D5 is set to 3 I think. Some of my fans stop when idle and then ramp up when cpu starts heating up. Others are just on a low tick over to keep a bit of airflow through the case and ramp up like the others.

As it's winter now mine are turned right down so about 450rpm and I currently have a water temperature of 7.6 degrees (was even colder yesterday). My radiators are in a box on a windowsill with the window slightly open and sucking outside air at 2.6 degrees through them. No I do not get any condensation.
