throttle point?

Hi What is the throttle point of my card Gig windforce 7970 v2, the card temp will max at 60/61c no matter what i play and how long i play. is the cade throttling itself.

power limit +10%
Core 1075
Mem 1400

i play titanfall, battle field 4, watch dogs.

made the changes al play some games latter and see if it better

the temps have gone down to the mid 50's
