Throttled upload

Hi guys,

Past month or so I've had an issue with lag in games at certain times and I've noticed by upload has dropped from 20mb to 5mb on the pc. So I had my ISP out today to double check everything as they were doing work up the road and there has been a few issues recently and I thought it was connected. They confirmed 80 down and 20 up at my socket inside where the router is plugged into, they are sending me a new router regardless tomorrow or the day after.

I was testing speeds on my phone also, but the speedtest online only does download. So after the ISP confirmed no issue, I used a different website and found 18-20 upload on my phone. I've changed my ethernet ports around on my router and still the same on the pc.
However, I tried my old PC with the same cable and much to my horror I'm getting around 5mb higher download and the 20mb upload I should be getting...

I have enabled safe mode with networking and done numerous tests to yield an average of 18.7mb upload, pretty much exactly what I should be getting.

Anyone have any ideas what could be disabled with safe mode that is causing this issue?

Do you have any security software running? Have you tried updating LAN drivers?

This was causing the issue and is a part of some chipset drivers, I've had it for a while with no issues (not sure how long), but it must have updated with recent updates and flipped out in some way.

Getting annoying how many systems now come with this kind of rubbish (cFos, Nahimic, etc.) integrated into the driver in an almost malware like fashion and cause more trouble than anything...
