Thunderbird and junk mail

Since i switched my mail to thunderbird the junk mail filter has never really worked. I want the junk mail to get put into the junk folder just like it did in outlook.
My settings are as follows:

However, the junk mail it detects does not get put in the junk folder, it just stays in the inbox, with a little fire logo in the junk column. What gives?

Also, is the junk mail detection in this just stupid or am I doing something wrong? It keeps flagging innocent mail as junk, even if I have specifically pressed the 'not junk' button on mails sent previously from the same sender.
 
The first screenshot tells me that when YOU mark an email as spam it will send it to the Junk folder for your email account.

However the second screenshot will send spam to the Junk folder in the Local Folders.

Check the 'Other:' radio button and choose your Junk folder for email account rather than the Local Folders one.

Secondly what is your email provider? That might be letting spam in depending on the strength of the spam filter setting. My Fastmail account, for example, lets me choose how strong to filter out spam. The stronger the spam filter, the less spam I actually see and the more likely I am to suffer non-spam emails being considered spam.

Anyways change those settings like I said. Perhaps also check out the log and see if you can see anything dodgy going on in there that explains this.
 
And you are sure the rule moves them? Sometimes I set up a rule and I find it doesn't work because I've set it to anything that doesn't match rule etc.
