Tidy, lightweight "control panel" HTML/CSS Design

To keep it short and sweet -

I'm a developer and quite frankly suck at design. I'd like a simple, but elegant design to develop web apps into.

Very light, well structured HTML/CSS is a must.

Pretty bits are ok, but not essential.

Suggestions? Does anyone open source such designs (These free templates sites seem to contain nothing but rubbish).

BTW ignore the fact it says 'Wordpress' templates everywhere. Any template can easily be used with any CMS if you're not a muppet.

That looks great. Not everything I wanted, but certainly something to complement it.
