Tight budget 4k 144hz monitor recommendations?

Hi,

My bro is looking for a 4k monitor 144hz on a tight budget of £250. ( if that is even possible)
if that's not an option then a good 2k one but would prefer to get a 4k one as he will be using it for video editing and some gaming

he will be running it off a NVIDIA RTX 2080ti

Thanks Fragger, we went with a 2k LG in the end. LG 27" 27GP850-B seemed to be the best bang for the buck with a slight stretch to the budget. Seems 4k still has a way to go in a price drop. Still i love 4k monitors. i love how crisp everything is on them.

Hope room illumination is good.
For some inexplainable reason LG's 27" 2560x1440 "Nano-IPS" panel has blast from 15 years past garbage for contrast.
AU Optronics panel of MSI would have had like 45% higher contrast.
