Time for a new Graphics Card?

My brother's PC has my old 6800GT, it has run flawlessly for years. However recently when he boots he is met by a screen similar to below.

This first started happening briefly while he was playing a game and the sytem locked up, now it has progressed to the boot up screen.

Now if my thinking is right (might not be admittedly), it means it's time for a new card.

If I am right there, any advice on a decent card. I don't know as much as I once did about the current cards but would rather go with Nvidia and wouldn't want to spend too much in money as the most demanding game he plays is Team Fortress 2.

firstly is his card agp or pci-e
secondly does his mb only support agp or pci-e or both
thirdly what budget do you have and what res do you game at

I thought temps, first. But now it shows that pattern booting up, after it has been turned off for hours. Surely it's not temps?

(Fan is definitely spinning on it too)

Any idea how loud that card is? Is it temperature controlled?

Looks great though.

My only concern if the stock cooler isn't temperature controlled then it will be noisy.

I have the 256 version and I don't really hear it at all. All I did was plug it into the pci-e slot and install the drivers, I didn't set up a fan profile or anything like that.

^fanless version, but it does cost more

If he can wait for a 4650? Probably not. They are beefing up the lower end a little bit looking at the leaked specs.
