Tinted window....what is this

The rear windows are tinted, when i bought the car i just thought the window needed a good clean inside. From the outside the tint and window look ok.
When i initially cleaned the window i thought it was some kind of sricky residue, i had to use alcohol wipes to clean it.
What is that on the inside of the window...is it some kind of film that has been applied and has now failed ?
The car is a 2010 i30, im guessing the windows were factory tinted and not aftermarket.
 
Windows on my dads saab are the same. Think there must have been some sort of film on and it's broken down over time.
 
Is there an easy way to remove it ? Not sure what it was for then as the tint looks normal from the outside
 
Just to be clear i think it is film on the window, not glue. Will the solvent remove what ever film is on there ?
 
Just drop by a local window tinting place and get their opinion.

Just been along to a local place and will be getting them re-done.


Bought these last night and picked them up before this morning before i made a visit to a local window tinting place......the window cleaner is spot on and works really well, cant comment on the solvent cleaner as i won't be using it now, well not on the windows :)
