Tiscali throttling BBC iPlayer?

Anyone else with problems? My speedtest.net download test shows 6.33Mb/s and the BBC Diagnostic is showing:

Download Speed: 5680kbps
Streaming Speed (1): 48kbps
Streaming Speed (2): 144kbps
Streaming Speed (3): 47kbps

I'm just getting constant buffering

I phoned Nildram tech help as my line speed was very low at 1.4Mb/s, they said the connection had gone 'stale' (WTF??) re-connected me at the usual speed, but I still can't get iPlayer working at all, I know it's nearing peak-times now but I've been trying at 3am, 7am, 11am and it's all the same

Tiscali is the problem.

A stale session (which is probably what they were trying to mean) wouldn't affect your transfer rate, it would stop you connecting altogether. They were fobbing you off.
