Titan 300i Fiato Zalman Z9 Plus case quiery

I just got a Titan 300i Fiato from overclockers in the Zalman Z9 Plus case and found the power is not connected to the front panel for the temp monitor and fan controller. No fans are connected to the controller either.

I wondered if anyone knows of a reason why they wouldn't connect it since I don't want to connect it up myself if there's a reason for it.
