TNT - "Potential Connection Delay"

What does this actually mean?

I have my customer on the phone telling me his shipment hasn't yet reached his TNT hub (Dubai, UAE) - I have spoken to TNT Dubai who also tell me the same.

TNT in UK are certain that the parcel is in Dubai already (customs) although usually when stuck in customs the status says so.

Been arguing with them for 2 days now, and still nothing changed
