Toilet doesnt flush correctly

Probably just the diaphragm in the siphon has split, dead easy to replace and costs pennies.
 
looks like you have mosquito larvae in your cistern (or worse).
Get down to wikes and but a new ballcock and diaphragm / siphon, they are only a couple of quid and an easy fit, just remember to turn off the stop tap leading to the cistern first :).

Then celebrate with a huge poo.
 
New Holland Professional Plumbing, The Complete Guide to Professional Plumbing, by Tony Beaumont, costs £7.99 and says that poor flushing is generally caused by a torn diaphragm in the siphon, and explains how to replace the plastic diaphragm.
