Tried tabbing out and in again?

Alt+Enter twice to re-force fullscreen?

It's definitely using the GPU?

I'm running very similar spec and it runs flawless. Maybe as suggested your using onboard graphics and not your gfx card? Have a look in BIOS make sure it's disabled.

Have you tried using the Nvida experiance optimal preset?

It sounds like it might be a driver issue imo. Do you have the latest drivers for your gpu?

If you are running the latest drivers, you might want to preform a fresh install. If that fails you could try reverting to a previous driver to see if it solves the issue.

If you have installed the latest Geforce experience software it will have put your graphics setting far too high. It did this for me so I had to go into the graphics menu and put them back (1440p, texture ultra everything else high) I get solid 80fps on my rig..... Except for that Brazil map obviously
