Top Rad - Push or Pull?

After some sketches and thinking, I am most likely going to be getting the FD Define S case. I am going to use my existing AX240 rad on the front with 3 x 120mm fans pushing air through (the top 120mm fan will just be supplying fresh air into the case and not through rad). On the top I will be using a EX360 rad with 3 x 120mm fans. The rear case fan will be a filtered intake.

I have got a box of Akasa AK-FN059 120mm Ultra Quiet Venom Viper fans I am thinking about using and running them mainly at 600rpm and ramping them up when coolant goes above 35 degrees.

How should I configure the top rad, in push or pull?
I have heard that pull makes it easier for cleaning, and reduce the dust build up rads. How does push or pull affect noise levels?
 
I'm currently using the EK Vardar fans on another build, they seem pretty good.

I thought static pressure only really applied when pushing air through a rad, and not when pulling?
