torque wrench help

Lo all,

Got to replace the fuel filter on the car and need a torque wrench that covers:

25nm/18 lb ft and 20nm/15 lb ft

Any suggestions for a decent brand that doesnt cost the earth, and easily available as i need it asap.

Also, any suggestions on the best penetrating oil to use?

EDIT: also, can anyone suggest a decent brand of tools to start collecting as i slowly build up a good set?
 
A 3/8" drive 0-50 ft/lb torque wrench shouldn't be too expensive. For that kind of work a very cheap one will do just as good as a couple hundred quid micrometer clicker type.

As for the penetrating oil, I generally use WD-40 and a whole lot of patience.

As to the brand of tools, I won't use anything but Proto. They cost a small fortune, but they definately fall into the category of you get what you pay for. Next in line on the quality bracket I would say are Blackhawk. Please don't even talk to me about Craftsman. I rank them below the $0.99 Chinese 40 pc soclet set tools.
 
As for tools- my kit is gedore, halfords pro, sealey, draper expert, record, britool etc. All good quality stuff and cheapish.

Snap on stuff is ok but expensive, don't buy it on ebay as it goes for more there than on the van. Think the big 1/2, 3/8, 1/4" set in halfords is only £100 now down from £150. Life time warranty too :)
 
ive allways bought either facom or snapon, but recently i bought halfords, as the quality is nearly as good and i have also had cause to try them out on the warrenty, no quibbles so im happy
