when choosing a new mobo and processor
does the fsb of the mobo and processor have to be the same ?

It might be easier if you give an example of which CPU and motherboard you are thinking of. But yes, you'd need the motherboard to be capable of supporting the CPU e.g. an E2200 has a FSB of 800mhz, a P35 based motherboard supports that FSB and all the way up to 1333mhz. Be aware though that just because the motherboard supports more than the required FSB it won't automatically support the CPU - check here with an example if you are unsure.

to go into

Asus P5Q-E Intel P45 (Socket 775 ) (1600FSB)
 
yes it does if you are unsure most of the mobo makers will have a supported cpu list on there web pages showing what cpus can go in what board.

also mobo tend to be backward compatable in that a 800fsb chip will work on 1066fsb board etc.

That would be absolutely fine, it should make a nice combination for overclocking as well if you've got decent Ram (PC8000 or PC8500 - anything beyond that is probably overkill since that could take you to ~4ghz).
