Traffic Cops Speeding

I was driving up the M6 earlier today and was overtaken by a traffic car who must have been cruising at about 90-95mph. It had no lights or sirens on and was not involved in any kind of stealth pursuit so was the driver driving illegally? I was told by a Police officer friend that any emergency service can only exceed the speed limit on "blues and twos" and must be on a 999 call or trying to pull a car over.
Anyway, I pulled out behind the Police car and followed him for about a mile doing 90mph myself. I know its a bit lame but I have a lot of history with traffic cops going back many years and my attitude was if he then pulled me over then I would report the traffic officer myself and see him/her in court. Obviosly I was breaking the speed limit myself but am I right about the Police officer as well?
 
because if you were a policeman, you'd pootle along at 70mph and hold up the traffic wouldn't you?

Well thats what they usually do, poodle along about 65mph.

Anyway, I'm not trying to start a Police bashing thread, it seems my question has been answered.
