Ok quick parking ticket one here, we have a service contract with the local council for their gas/aircon/etc stuff and they sent us through an official order to service a unit on X site, same thing happens every 6 months. Engineer went to site, stopped in front of the access barrier (leaving enough room for a car to pass even though this was impossible as the barrier was down) then walked up to reception, got the key for the barrier and returned to open the barrier only to find a PCN slapped on his windscreen.
Am I correct in saying this is contestable as we had permission to be there from the council itself (its a council issued PCN). Its not like he was blocking a street he was in the entranceway to the premises and we have an official order from the council to attend the site and this has always been the correct procedure for gaining access.
Im planning on writing a letter basically of "we have permission from yourself to be there, not our fault your departments don't talk to each other, train your wardens better in future".
