Transfer pre-installed Win7 to new build

OEM License is tied to the motherboard it was installed / activated on.
You will need to purchase a new license for your PC, Windows 8.1 can be transferred to a new pc (not oem installed i.e. Dell & HP) belongs it is uninstalled from the old pc.

Thanks for the quick reply. Shame really cos I've already paid for the privilege and it's just going to waste now but rules are rules.
On a side note, could you tell me of any real benefits to 8.1 from 7? I use my computer for basic stuff, watching movies and browsing.
PC spec will be i5 4690, Asus H81M-plus mobo, 8gb mem, onboard graphics, ssd for os and programs.

Slight speed benefit on some machines, and being the newer OS you will get longer support from Microsoft.
If you don't like the new UI, install StartisBack (for $3) or Classic Shell and you'll get the Start Menu back.
If you haven't reinstalled the OS, then it's likely that the key on the bottom of the laptop hasn't been activated since OS installs for manufacturer boxes/laptops up to windows 7 comes from a generic image that has already been activated but can't be activated using that key again, so you might be able to use the key to activate a windows 7 install on another computer (I put emphasis on the word might since I'm not 100% sure if it would work since some product keys are tied to the manufacturers supplied version of the OS, but I did have a manufactured box with windows XP installed and I was able to gut the whole system and still could activate with the key on the sake of the case).
You can use a keyfinder program to compare the two keys, and if the two don't match up then you can try, but you should be aware that the likelihood of it working is around 50/50.

It's probably in a grey area when it comes to legality, but if it activates after install and remains active for the life of the system then you shouldn't worry about it (but that key would then be bound to that computer, so it wouldn't be able to be transferred).

It might work, but it wouldn't be legal. OEM licences are tied to the machine they are provided with, and can't be transferred. The fact it may or may not use the same key is irrelevant in terms of legality, the licence you have is for the laptop only.*
*Technically it's for the motherboard of the laptop, so you could replace every single other component of the laptop EXCEPT the motherboard, and the licence would still be valid

i'v used magicjellybean it's fine and it get's the product key from windows fine in the end if its on ur laptop its ur windows 7 so why not try it u normaly just have to do phone activation and it should let u activate it.
I'v done my own new laptop the other day but it had window 8 on it got the key with magicjellybean and did a clean install with 8.1 and am happy now :0
