Have you checked that the power button connectors are placed the right way on the mobo headers.

~Slash

doesnt matter it only needs to touch the two headers together for a short time...

is the psu switched on at the back of the case , is it plugged in and the fuse is ok

It does matter - some case switches don't work when they're connected wrong. Same with HDD LEDs, Power LEDs.

Try clearing the CMOS and removing all but 1 stick of RAM. Did the chip come out in the transfer? Didn't bend any pins in the socket?

No i didnt even touch the Chip just took the mobo out and placed it into the new case. and the POWER LED + HDD LED haders all in the correct place , i got a block u just place them in. connected all other necassary cables but no boot, i turn the power off then turn it back on and then the fans on my machine TWITCH and thats it..

You did remember to put the motherboard on risers in the new case? Just checking . . . . Is everuthing seated correctly? Is both the 24PIN and 4PIN connected from the PSU into the moherboard?

Yeap that happened to a Zalman PSU I ordered earlier this year. I sent it back and they confirmed it was faulty. It's more than likely the PSU that's had it.

I also had a case with a faulty fan that caused it not to POST so disconenct them too, especially if they're Antec fans.
Have you cleared the CMOS???
