Transferred PC to new case, now rebooting randomly

My PC was working perfectly fine, but I decided to move it into a new case and install an AIO. The only other difference is that the GPU is now using a riser cable rather than a direct motherboard connection.

It boots up and loads Windows, however the performance stutters at times (slow to use, mouse slows down etc for a couple of seconds).
On top of this, the computer just reboots without any BSOD or error message. I am not sure if both are linked, but it seems so. Both can happen independently of each other.

Anyone have any ideas what this could be? I have already reseated the RAM and I am in the process of running the memory diagnostic tool.

I didn't have these issues before.

Try setting the PCI-E gen in the BIOS to PCI-E Gen 3 or 2.

Does the event viewer have any meaningful entries, in relation to the stutters?

You sir, are a gentleman and a scholar.

Changing to PCI-E gen3 in the bios resolved the issue completely. It makes sense because the riser cable I got with the new case is gen3 only.

Is there a significant performance hit from making this change? I'm running a 4070ti.

Even with a 4090, the difference is a couple of percent....except in Warhammer Total War 3 at 1080p!
