Transforming a photo into a vector graphic

Does anyone know a simple way (photoshop plugin or something) that can transform a photograph into a vector graphic?

A bit like this?

I've used the demo of Flash before, so my time's up, but it seems a little over the top for such a simple task. Is there a photoshop plugin that anyone knows about?

Is it a feature in Illustrator, or quite manual?

Just a thought, but can Flash transform video files into vector (or vector looking) graphics?
