Trouble reinstalling Steam

So I uninstalled Steam and wanted to reinstall it to the same directory.
Im getting a barrage of error messages along the lines of error codes 1305, 1303 and 1317 with errors such as I dont have permission to access the drive, the original installation files cannot be accessed and so forth.

I know the above is not true since I do have full permission and access to the said files.

Has anyone experienced something similar to this with Steam?

I've had this issue once before. Rename your current Steam folder to Steam2, Install a fresh copy of Steam, then copy all the steamapps content from Steam2 to Steam - this way it won't have to re-download all the game content

Make sure ClienRegistry.blob is gone! this file is a nightmare
