trouble with Acer laptop

My cousin has an Acer Aspire 3100. Specs: AMD Sempron CPU (not sure about the speed), 1 GB RAM, 80 GB Harddisk, Windows Vista Home Premium.

She complained that the activity LED was blinking very fast all the time while she was viewing photo's. Suddenly the laptop lost power. After that the laptop doesn't show anything on the screen while turning on (not even the POST screen). When it does show an image, it loads Vista. But at the welcome screen, when the logon window is starting to load, it freezes. This also happens when booting in Safe Mode.

Sometimes when I try to enter the BIOS screen, I get the famous message: "No keyboard detected. Press F1 to continue, or F2 for setup". Also the speakers are producing a loud cracking noise when the computer is booting.

Tried to run the Memory Diagnostics and CHKDSK from the Vista DVD, but when setup loads, the mouse and keyboard freeze. Even when connecting an external USB keyboard and mouse.

Also after every 10 seconds it makes 1 very loud beep.

So I'm thinking that the motherboard is faulty somehow. The laptop is made in early 2007 and the warranty has expired. If the motherboard is dead, would it be wise to get it repaired or to buy a new laptop?
