Troubleshooting my old pc HELP. pc tring to start but does not HELP

Hi, I have a pc that is trying to turn I took a video to show you what the problem is.
Now I have tried this with old PSU 1000w one that I had in my old one and it's still doing the same so what is doing this?

I have hooked this up to my second power supply and its the same problem.
So now I am stuck as i don't have any more parts to try with.
Any advice would be good.
 
Looks like a PSU related issue... Have you seated everything correctly? Something could be shorting the connection, try building outside the case?
 
Someone another form seit this "Something is triggering PSU's overcurrent protection. Could be the motherboard, CPU, GPU." Before this happed my screen went tp no signal but the pc was working just fine then I pressed the reset at the front of my pc and then it started booting circle ie it starts and stops.
 
Just reseat the graphics & RAM first. A pc world should do. Just get the cheapest you can find which will fit. £30 then sell it on eBay if it doesn't help. You're a bit far from me otherwise I could lend you some spares.
 
Update for you all I have removed the gpu and the battery seems dead. I have tested all the memory slots with one merry than the other with the same results it's still doing the same thing. Their no CMOS button on this motherboard. So what should i do?

Is theres not a CMOS button is there a CMOS battery you can remove?
 
The batery is not in the system and the gpu is not instaled at the moment. It still does this so it could be cmos but their no button and it seid something about shortcutting the cmos with jumper but i have no idea if even know what ones look like.
 
In the 6 years of me having this pc the CPU was never removed ones I installed so what should i try next as its either motherboard or the cpu and motherboard will be cheap as its been out for a long time if i was to replace this motherboard as i don't have the cash for new computer.
