Unfortunately, I experienced the following as I turn on my PC.

1) Chassis Fan does not spin except CPU_OPT, which also spin abnormally and slowly.

2) Once I power on, the LED light of case power button do not illuminate and I cannot force PC to power off.

3) No BIOS beep sound and I ensured the bios speaker's working properly.

4) Even I removed the RAM sticks, the mobo did not start.

Then, the problem get worse after I tried 2-3 times. The mobo power on automatically when I turn on THE PSU plug. I had not pressed any power button but it attempted to start.

I assumed the cables connecting to power pins of mobo is down. Even I try to start the PC using a screwdriver, it gives the same thing.

I bought the PSU and mobo from CCL computers so I returned both of them. Unfortunately, they replied they could not replicate the result and asked me to return all of them to me.

If the cause is neither of the PSU and mobo, what the problem is?

Is it possibly because of CPU failure? Or should I asked CCL computer to inspect further?

Is any PC expert used to troubleshooting computer?
Your thought is appreciated..

What CPU are you using? If it's an AMD CPU (not an APU) then it has no integrated graphics. I can see you have no GPU plugged in.

Also are there any lights on the motherboard to indicate the status? Most boards like yours have them now, usually on the top right somewhere. It'll light up for the stage of booting up its at.

I wouldn't worry too much about the fans not spinning for now, the system is clearly powering up.

At this stage I would recommend removing the motherboard from the case and setting it up on top of a box or something with the bare minimum components, ie just the cpu and cooler, one stick of memory and a GPU if required. This will rule out if the case is shorting something out or if any of the other components are causing a problem.

Is this a new build ?

What error code are you getting i can see debug code in the video but can't fully make out the numcer. ?

What motherboard and psu do you have ?

in the video i could see 00 which means cpu not detected. either bent cpu pins, dead cpu or mobo bios needs updating. what mobo do you have? if it's an x570 you already have the right bios but i bios flash would be a good place to start. if that doesn't work then i would remove the cpu from the mobo and check for bent pins on the cpu. All else fails send it back to ccl and see if they can find the issue.

YES it's ASUS X570. You are right. The CPU pins has one little bent pin at one of the corner as I unbox the new package but it was not severe. So I omitted it and it could be placed successfully. I bought the CPU from Amazon 2 months before. It was no problem as I use it so far and I never dropped it. But this happens at one step before I upgrade the hard disk from AHCI SSD to M.2 SSD. I have done nothing yet. As I remembered, when I shut down the PC and I opened the case, I forgot to reset all BIOS settings before I do anything. So I would like to turn the PC on again to BIOS settings and it just give what the video shows.

At that moment , I haven't removed the CPU.
After I returned the mobo and PSU to CCL, I checked the CPU and here are the photos below. Unfortunately, it do not have obvious bent pins... appearance is good, no signs of CPU dead.

Okay, if I assumed it is the problem of CPU, it could not explain why the mobo tried to launch automatically as I turn the PSU plug on after I tried 2-3 times to turn on the PC.
Also, I bought it from Amazon 2 months ago. It is now not eligible to return the item and I have no experience to report to Amazon about the hardware faulty... not sure whether they could accept return due to faulty...

You need to build the pc outside the case with the bare minimum components to elimanate any shorts. You can return the cpu its 12 months warranty from tge retailer 3 years with AMD.

Did you update the bios on the motherboard before fitting the 5900x ?
