Is there not also some security thing with Vista which prevents re-installs as Vista decrees a re-install as a new build and should therefore have a newly purchased OS as Vista is not transferable

not sure on this, but i think you have to re-activate over the phone each time, i'm not sure
 
If you have an OEM copy of Vista it can only be legally reinstalled on the same motherboard - however you can do that as often as you like and the OS will be reactivated as often as you like.
Replace the motherboard, your license is no longer legal and you'll need to buy a new one.
 
how does the OEM version find out if u have changed your mobo? like when you upgrade?

Becuase when you buy an OEM version of Vista and activate it (you have to actually activate it otherwise this does not apply), it sends it to microsoft and is then kept on their database. Now if you change your motherboard and try and activate Vista using the same CD Key then it will check to see if the CD key has already been used and if so, it will then check if it is the same motherboard that has been used when you activated it the first time. (Something along those lines anyway).
