trying to find the title of an old sci-fi game

Hi I am trying to work out the title of a game I used to play. All I can remember is that it was a squad based Sci-fi RPG where in order to get your team mates you would have to send them to do diffrent carrers and then they would become team members. You had to do this at the starr of the game.

I am sorry for the breif description but that is all I can remember as it was about 17 years ago I played it

Syndicate, Syndicate wars, X-COM enemy unknown (a.k.a. X-COM UFO Defense), terror from the deep, Fallout Tactics are a few ideas...

any clues as to the level of graphics we're talking about here?
Was it isometric view?
How zoomed in/out was the battlefield (e.g. in syndicate, people are only 1cm high onscreen, in X-com they are an inch or two)?

It sounds a bit like the old Traveller tabletop RPG, I think there was a game made of that at some point in the far distant past.
