Trying to make a new sig

Hi,
Trying to make a new sig in photoshop, can get a 400x75 pixel blank canvas, but when i try and put my picture i want to use in there it only shows the tiniest part of it. Now this must be cos it's too big.

So i tried it another way, I started with the image i want and then re-sized it down to 400x75 pixels and it just makes it very blurry? Any ideas what i'm doing wrong, as i'm rubbish at this stuff.
 
yeah ctrl + t which is the same as edit transform, then grab it by the edges " hold shift down to keep proportions" and shrink it as you like

I normally either save it in a different format, or .zip, .rar, .gzip or whatever it up.

Edit: PixelP is HD quality if you click the 'Download now' button. (The small one is HD too, but not as large, obviously.)
 
That would be fine for compression just for storage but for example on this site where your sig needs to be 20kb or less how would you trim that down without affecting quality? In the past I've been using .JPG I suppose I should try some different formats but I thought JPG was one of the best with regards to qulaity vs size?
 
For this site I changed an old sig down from a 400x130 and 101kb .png to a 400x75 .jpg @ 16ish kb.

The quality setting was on 7, iirc.

My current sig is 31.6kb @ quality 12, but only 17.7kb @ quality 7. It's 67kb as a non interlaced .png.

Also try out the save for web option, I think that shaves a few more off, not sure though.
