Tuniq Propeller CPU Cooler question

So basically I've just bought this CPU fan http://www.overclockers.co.uk/showproduct.php?prodid=SP-000-TQ&groupid=701&catid=57&subcat=1395
for my Q6600 along with some Arctic Silver 5 and so far while stress testing with Prime95 it's going up to 50 degrees with the fan around half way area.

Now I know this is a totally acceptable temperature however when I touch the heat pipes / heat sink they both feel quite cool considering that core temp is saying the cpu is at 50, could this be a sign that the heat isn't being transferred from the CPU to the heat sink / heat pipes very well maybe?

Mainly asking because i plan on overclocking and want it as low as it will go ofc and touching the heat sink on my GPU which is also 52 atm there's a huge difference in terms of it frying my skin off but don't want to take the CPU fan back off until i get someone else's opinion who might know more on the matter.

Also on a side note if anyone else has this CPU cooler have you noticed that it seems to make a lot of case vibration when turned to max speed? wondering if I'd be better using screws to attach it to the heat sink instead of the rubber pins that it has as default?
 
Just tried putting the fan speed as low as it will go which took the temp upto 51 then at max it goes to 50, can't help but to think the heat isn't being transferred as well as it should be at the moment.

Anyone with the same setup who can tell me what temps they get at stock CPU speed?
