I use mine about 800rpm, i have it on my lian li 3 speed controller on low, and then the nob on the TT at about 40% so its inaudible.

Mine's set to lowest speed and I can't hear it over the fans in my Antec 900 case. CPU hits low to mid 50's under load.

Well no one has mentioned it so far so I'll say it:

Is it only me noticing or only in my rig that the difference between fan at 100% and fan at the lowest % possible gives me only about 2-3c temp diff ? And it's noisy at high.

No I noticed the same. It hardly makes any difference at all which is why I don't run it more than 1450rpm so it's not louder than any of the other fans. There's just no point as it doesn't reward you with cooler temps.
