Turning off main water supply in the street

Can anyone help me on this.

I need to turn the main water off, so i can change the house mains stop ****.

The southern water stop **** outside on the path is full up of mud, i dont have any tools to be able to clear it out. Whos responsibility is it to clean it? Council, souther water or me?

Anyone know how to clean it? Can i just blast it with a hose? Or does the dirt have to be dug out.

So ive found out it southern waters job to clean it. They will take 2 - 5 days to do it. Has anyone got an idea how they clean it out? I cant wait that long so ill attempt to clean it myself. Im guessing i can just throw a bucket of water down there?

I don't think your actually allowed to touch it? As in to turn it off.
something about it being property of Southern waters.

i've seen them jet wash the meter point outside my house, you could try that.

If your stop tap is outside, it might be worth checking if it is shared with your neighbour. You shouldn't need permission to turn it off, only from your neighbour if it is shared.

Cleaning wise, I don't think chucking a bucket of water down there is going to help, have you not got a trowel of some sorts to dig the crap out of it?

You're as well just powerwashing it clear, and turning it off yourself. I mean come on, who's going to report you for turning off the water to your own house?

It depends how deep it is, you might be able to wash it of but I have seen them buried 4 foot under dirt

This is pretty simple. Most places I've lived in, you will be able to check the pavement outside the house. You will see cover infront of each house, about 5 inch by 5. If there are two relatively close together, they will be for you and your neighbour. Its not a 10foot hole, use a serving spoon or your hands!!

You fine to turn it on and off as you please, its very easy. I've never seen a house where the water is shared, with a neighbour.

can't you just use your hands and a pointy thing (screw driver/stick to break it up).

get a large bin bag, stick your hand in the bag to use it as a long sleeve, then see if your arm is then long to be able to reach the tap etc.

Are you suggesting that he do it with the mains still on? Are you suggesting that he's of low intelligence for asking if it's ok to turn off the mains?

I think his point was he doesn't know how to remove mud.
