Turning old pc in to media centre?

I have an old P4 2.4ghz socket 478 that I would like to turn in to a Media centre I am going to use this software http://www.team-mediaportal.com/ but the problem is this pc is very very noisy so what I need is recommendations for very quiet CPU fan and PSU and a DAB TV tuner with radio tuner.
