is there free software i can download to watch tv using a digital tv card???

The Software that comes with your TV card should do the trick.
Otherwise, if you want a HTPC front end, I would suggest media portal

Try GB PVR
I have been using it for years , its free and awesome ( I Use xmlradio times for channel listings )
I use an older version 98.13B , didnt like the changes made to the newer versions
