Two problems with mt site I need help with please

There's probably more but I've now had several 'complaints' and according to Fasthosts my main page does get visited over 500 times a day.

1 - When people click on the 'gigs' link they may see old gig lists and obviously pressing F5 will refresh but the majority don't know about refreshing. I could type PRESS F5 at the top of the page but what code do I put in so that they don't have to do that?

2 - The site is optimised for 1040 mode but there are still people who use 640 mode and the main page and links look BIG. Other websites seem to alter their size depending on the display mode you're on so how do you do it?

The website is a click on my sig and I use Microsft Web Expression 2 to create.

Any pointers would be appreciated.
 
1) Why should they see old links? Modern browsers look at when the page was last updated and refresh it if there's a new version of the page.
2) I guess you mean 1024x768? Most people don't bother designing for smaller than 1024x768 these days as so few people use 800x600 or 640x480, so I wouldn't worry about it.
Dynamic sizing is possible using 'liquid' layouts but they're generally designed for a MINIMUM of 1024x768, so more than anything they're making the site look better on bigger monitors, rather than vice versa.
 
The problem is height more than width. The top frame takes up nearly half the available viewing area on my 1680x1050 monitor. For your average user on 1024x768 with five IE toolbars, they'll barely be able to see anything.

I reckon the site would work much better if you killed the frames and just had the top frame as a page header.
