Two questions: backup prep and your opinion

I'd very much appreciate a few mins for advise, two basic things.

I want to do a fresh install of windows, but I have two questions before I do.
Reason:
I'm having a few issues, rare but annoying.
- GPU randomly changes home theme and starts to coil whine intermittently for a few mins.
- ~5% chance of the sound from speakers clipping when booting from complete shut down.
- Slim chance of a boot up getting stuck, and not booting to anything, have to switch off and on again, then PC boots normally like nothing happened. Has happened about 6 times in 18 months roughly
- Theme changes windows bars when playing heavy games sometimes.

I have updated BIOS.

I5 3570k
Ga z77 dh3
Gtx 970
Not sure which ram, 8gb
Seasonic 650 PSU
OS installed on 240gb crucial ssd
1tb HDD for media

I. I'll disconnect my HDD and reconnect again to my fresh install, have also backed this drive up just in case. And this is where my steam library is.
The only thing I want to back up from OS occupied SSD are my steam saves for the games. Which files are these exactly? I'm thinking mydocs/steam games. Anything else steam related I should back up?
All my programmes can be re downloaded.

II. I was going to start this morning, win7 OEM. But then I thought about win10. I know you can upgrade for free right now, but isn't it a trial ultimately?
Should I go ahead with win7 or maybe think about actually buying a new win10 OS?
Just some opinions please.
