Game recording should be built into the AMD GE APP. That way its separate and is optional, like the GE APP.

Yes you can use better capture tools, but it's necessity with AMD.
Nvidia aren't 'forced' to use Dxtory/mirillis action, it's a benefit/bonus.

The problem is you have not given us the right things to vote on.
Two things I would like to see on an AMD card are:
PhysX.
A decent cooler.

I have no interest in game recording so I voted downsampling
B) is never going to be ideal. Unless they have a separate dedicated chip (costly for something only a tiny minority will ever consider using), it's either going to be of such low quality as to be undesirable, or it'll severely impact in-game performance.
I think there's much more chance with the next-gen AMD x86 CPUs of there being a good solution ... i.e. having several ARM cores which streaming / capture / encoding could potentially be offloaded to.
