For your dad:

Intel Core 2 Duo E2180 "LGA775 Conroe" 2.00GHz (800FSB) - Retail
Arctic Cooling Freezer 7 Pro CPU Cooler (Socket LGA775)
Abit IP35-E (Socket 775) PCI-Express DDR2 Motherboard
OCZ 2GB (2x1GB) PC2-6400C4 Dual Channel Platinum Revision 2 XTC Series DDR2 (OCZ2P800R22GK)
Seagate Barracuda 7200.10 250GB SATA-II 16MB Cache - OEM (ST3250410AS)
Asus GeForce EN7300TC 512MB DDR TV-Out/DVI (PCI-Express) - Retail
Sony NEC Optiarc AD-7170S 18x DVD±RW SATA Dual Layer ReWriter (Beige) - OEM
Belinea 1925S1W 19" Widescreen LCD Monitor - Black/Silver
Microsoft Black Value Pack 2.0 - OEM (S82-00029)
Antec NSK 4480B Mini Tower Case (Black) - 380W Earth Watts PSU

Total : £465.12 Inc P&P

Added a third party cooler incase you want to overclock it in the future (could make it in to a gaming rig), if you want it cheaper you could get a smaller HDD, drop the third party cooler and get the slowest Core 2 Duo you can.

Gaming rig:
Intel Core 2 Quad Pro Q6600 "Energy Efficient SLACR 95W Edition" 2.40GHz (1066FSB) - OEM
Arctic Cooling Freezer 7 Pro CPU Cooler (Socket LGA775)
Asus P5KC Combo Intel P35 (Socket 775) PCI-Express DDR2 & DDR3 Motherboard
OCZ 4GB (2x2GB) PC2-6400C5 Dual Channel Vista Gold Series DDR2 (OCZ2G8004GK)
Gainward BLISS GeForce 8800 GTS 512MB GDDR3 HDTV/Dual DVI (PCI-Express) - Retail (4718462008996)
Seagate Barracuda 7200.11 500GB SATA-II 32MB Cache - OEM (ST3500320AS)
Sony NEC Optiarc AD-7170S 18x DVD±RW SATA Dual Layer ReWriter (Beige) - OEM
Corsair HX 520W ATX2.2 Modular SLI Compliant PSU (CMPSU-520HXUK)
Samsung SM-2032BW Pebble 20" Widescreen LCD Monitor - Glossy Black

Total : £883.44 Inc P&P

^Didn't select case/keyboard of mouse as you can chose them yourself. Could go for a Tuniq tower for third party cooler if you want though, that rig should allow you to upgrade quite well too.

No prob - you might want to wait for some other peoples suggestions though, they might be able to do it cheaper for you - thats what I would go for personally though.
