typical CPU failure symptoms?

it wont post with ram either, i mean it is supposed to beep when it detects theres no ram installed. it doesnt beep at all.
maybe the heatsink/fan may be slighlty loose?? i dont have any more artctic cooling thermal paste though. if i take it off i will have to re-apply some. i only have some generic thermal paste stuff (not specifically for cpu ) i suppose this would be ok?
