Tyre advice please

I have a PlanetX XLS that I've been using to commute to work for a couple of years now no probs. The only issue is the tyres are crap and I keep getting punctures (Continental CycloX-King Wired Tyre / 700c*35). So it's about time I changed them but have no idea what to replace them with.

My commute is 90% potholed, bumpy roads with standing water when it's raining and a few hundred metres of off road which I'm not too concerned about. So I was thinking of going down to 25 or 28mm but just need something that'll handle the wet and wintery conditions so I don't come flying off at 40mph, the mentioned puncture protection then any low rolling resistance would be a bonus.

The wheels are Shimano RX05 clincher's btw.
 
What is the tyre clearance?

A few choices that come to mind for sub 40mm...
Marathon Cross
Voyager Hyper

If you can fit 2"+ tyres...
Big Apple
BSC Type 1 (re-badged Vee Speedster)
G-One Speed

I'm not sure dropping to 25/28mm is the answer for badly maintained roads, I'd want as big a tyre as I could fit.
 
The tyre clearance won't do anything greater than 35mm but as it's mostly roads then winter road tyres should be good enough as long as they're on the extreme end so the continental 4000s's are the kind of thing I'm looking for.

I think I may of got it down to between the GP4000s, Continental GatorHardshell or Continental GP 4 Seasons...
 
I really rated the 4 seasons in the wet, they performed well for me. I was going to get some for the winter in 28s but my 4000s have so much life left, I'll no doubt stick with these
