Sometimes the wheel has a slight buckle caused by pot holes etc, it will never balance if thats the case.

Down my mates tyre & exhaust place I've stood watching one of the Young lads sling half a dozen weights on & still not get it right, The experienced Dudes will come along & get it perfect with minimal weights & then we All nub the lads off :D
Even though they have the machine it is still a Skill, You did right taking it elsewhere.

"Cheap" tracking will actually probably do more harm to your car than good.
If you're going to pay to have tracking/geometry done then I can only recommend you get it done properly.
There is a thread on the Briskoda forums explaining about the different kind of tracking options:

The majority of your tyre places tend to use very few measurements and it can actually end up causing more damage than it might fix.
Getting your car checked on Hunter's equipment isn't cheap (around the cost of a tyre) but worth it if you want your tracking/geometry to be as perfect as it can be.

That's all good and very true, but he was asking about balancing, not alignment ;)
