If your refresh rate sucks (and it won't let you go higher), firstly find the specs for your monitor (google or otherwise), specifically the horizontal and vertical refresh rates (these should be ranges like 50 - 70).
Then type:

gksudo gedit /etc/X11/xorg.conf
Scroll down to "Section "Monitor"", and just edit the Horizsync and VertRefresh values to the ones for your monitor.
Reboot and all should be fine and none-eye killing
That'll give you the recommended resolution for your screen (if you want it different then it's just System > Preferences > Screen Resolution).
