Doubt it that’s border line super league territory. I believe it’s linked to points earned in the previous Champions league.
With this season being the first time. Spain and Germany seems to be first and second atm.
Dale Johnson covers it here. It's based on this seasons performance in Europe. The PL are currently 2nd but it's very close between the top 4 and for the PL to get the extra spot for next season they're probably going to need at least one of Newcastle or Utd to stay in Europe, whether that be the CL or EL.
