I'm absolutely amazed that was ruled out. Ref felt sorry for them.
Think it grazed his hand on the way down and AFAIK the rule is still 'Disallow it if it touches the scorers hand/arm at all'.
Yeah not sure if they've been changed lately but UEFA's handball rule was always very black and white. Means you get some nothing handballs chalked off but theres more consistency.
