UK Digital Economy Act - how does it work?

The Digital Economy Act of 2017 banned a whole host of pornographic material (including spanking, facesitting, urolagnia, fisting etc etc...) from being viewed by people in the UK. I don't really understand how this law is enforced because most of these acts are very easily accessible within seconds on mainstream porn websites, such as P0rnhvb. Is the onus on porn sites/producers to filter this content to their UK audience, or does the law place the onus on individuals to avoid this content? In other words, could you get into trouble for visiting a perfectly legitimate site, such as P0rnHvb, and watching the banned content?

You will know if you've been caught. They will send you an email stating you have to pay the fine in bitcoin. Generally they include an old password to prove it's legit.
