UK ISP that provides static IP?

Friend of mine wants to run a home mail server for friends / family and virgin won't give him a static IP unless he changed to their business line! He doesn't want to use DynDNS or similar. Are there any UK providers you guys can recommend that are happy to provide a static IP (if there's a small charge, that's OK).
 
Another vote for plusnet, have used them for quite some time now, no problems.

On the odd time the internet has gone down, it has always been resolved quickly after 1 call.
 
Even though O2 don't (AFAIK) offer static, it only seems to change if I put another router with a different MAC address on it..

And dyndns.org works wonderfully for me, even the stock firmware on my Linksys E3000 supports it..

And obviously having set up a 'mail' server just to mess around, quite frankly the novelty soon wears off, I actually transferred my domain over to google for mail, works much better at the end of the day.. but I am sure your friend will just want to try his own server as most of us have done!

A. Yes, all lines are supplied with one static IP address. We're able to supply blocks of 4, 8, 16, 32 or bigger subject to justification. All customers are able to alter their own reverse DNS via the customer portal.
