UK Statutory Holiday Increased to 28 Days

Ok, correct me if I'm wrong with this. I currently get 23 days holiday I think, but they force us to use 3 of those for the xmas period leaving me with 20 usable days. Going by the information above should I be getting an increase in the number of days I can take off?

That 28 days includes bank holidays... so it's still 20 days.

Correct, this law has been enforced due to some companys giving 20 annual leave per year including the 8 days Bank Holiday - so you in effect only get 12 days otherwise
