I thought I'd add a few villains from the comic movie world since there are some interesting ones - maybe not the most evil ones of all but definitely evil.


Evil Superman from Superman III

Seeing the man of good turn to the man of evil was some of the best acting from Christopher Reeve. Superman III may not be one of the best Superman films but the junk yard scene with Evil Superman fighting good guy Clark Kent has got to be a contender for one of the best good vs evil scenes ever.


General Zod from Superman II

KNEEL BEFORE ZOD!

General Zod one of the biggest supervillains of the comic book movie world. He is a criminal warlord from Superman's home planet Krypton who got banished to the prison known as the 'Phantom Zone' by Jor-el (Superman's father) along with his villain friends Ursa and Non. Many years later an explosion shatters the Phantom Zone allowing Zod and co to escape to Earth and seek revenge on the son of their captor.

Probably one of the most unforgettable parts played by Terence Stamp.


Nuclear Man from Superman IV

Destroy. Destroy Superman now!

Nuclear Man was created by Lex Luthor from using a strand of Superman's hair to create a super being that would have comparable powers and pose a threat to Superman. The idea of his creation was to simply eliminate Superman and to help enable Lex Luthor to gain control of the world.

Probably one of the more crazier plots and villains used for a Superman movie but this is afterall a movie about a man that flys around in a big red cape, so I guess anything is possible. But anyway he definitely is physically one of Superman's most strongest and evil foes.
 

He's pretty hard to beat in an "almost real life" kind of way i.e. entertainingly nasty but just short of pantomime. A very scary performance from Ben Kingsley and a cracking film all-round.

Similarly the Joe Pesci characters in Goodfellas/Casino and Daniel Day-Lewis in Gangs of New York strike a similar balance. All extremely violent and chillingly unpredictable.
 
Coolest looking bad guy? Probably Hal9000 from 2001, although whether you could call it a bad guy is of course debatable.
