Cherry Palmer was properly evil.
Just finishing Season 6 now, trying to get all of them done before Season 8 next year!
I was going to go for T1000 but there's no emotion there at all, to be properly evil you've got to enjoy doing what you're doing so on that criteria, I'd have to say Mickey Knox from NBK.
